About This Funding Category

Public health funding from the federal government supports the entire spectrum of population health — from disease surveillance infrastructure and outbreak response capacity to community chronic disease prevention and health workforce development. The Centers for Disease Control and Prevention (CDC) is the primary federal funder of state and local public health infrastructure, distributing cooperative agreements through programs like the Public Health Emergency Preparedness (PHEP) cooperative agreement, the Epidemiology and Laboratory Capacity (ELC) program, and HIV/STI prevention cooperative agreements. HRSA — the Health Resources and Services Administration — funds the primary care workforce through its Health Center Program (FQHCs), rural health programs, and the National Health Service Corps. State and local health departments are the most common CDC primary award recipients; universities, FQHCs, and nonprofits access public health funding both as direct CDC awardees and as subrecipients through state health department pass-through grants. Competitive public health grants typically require established organizational track records, programmatic infrastructure, and demonstrated community partnerships.

Frequently Asked Questions

What types of organizations receive CDC grants?
CDC primarily funds state and local health departments, tribal public health agencies, and academic public health institutions. Community organizations, federally qualified health centers (FQHCs), and nonprofits can receive CDC grants, particularly for community health programs and health disparities initiatives.
What is HRSA funding used for?
HRSA (Health Resources & Services Administration) funds primary care access, rural health, health workforce development, maternal and child health, and HIV/AIDS services. HRSA's Health Center Program funds FQHCs serving underserved communities. HRSA also administers the National Health Service Corps loan repayment and scholarship programs.
What is the CDC Public Health Emergency Preparedness (PHEP) cooperative agreement?
PHEP is CDC's primary mechanism for funding state and local health department emergency preparedness infrastructure. Awards flow to all 50 states, 4 large cities (Chicago, Los Angeles, New York City, Washington DC), and 8 U.S. territories and freely associated states. PHEP funds staff, equipment, training, and exercises for public health response to emergencies including disease outbreaks, natural disasters, and bioterrorism events.
Can community health organizations apply for Title V Maternal and Child Health grants?
Title V Maternal and Child Health (MCH) Block Grant funds flow from HRSA to state MCH programs, which then fund local organizations through subgrants and contracts. Community nonprofits, home visiting programs, and family resource centers typically access Title V funding through their state MCH agency's competitive grant cycles rather than applying directly to HRSA. The Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program, also HRSA-administered, offers additional direct funding for evidence-based home visiting models.
